Neighbors told CBS4 that Suarez appeared zombie-like and even walked into a home before the shooting.

"He came inside our house, he stepped over where the doorstep is and me, my brother and my mom went up to him and we asked him, 'What are you doing here?' and he said, 'I think I'm in the wrong place.' He wasn't really responsive, it didn't seem like he knew who he was or what was happening," said one neighbor.

Some witnesses believe Suarez may have been under the influence of drugs but police have not confirmed whether that was the case.

Neighbors told CBS4 Suarez wandered around and appeared to be reaching for something in his waistband before he was shot in the front yard of a home.

The shooter has been released from custody, which has made Suarez's family upset and looking for answers.

Suarez's home is just a few blocks away from where he was shot. His family wouldn't talk on camera but his sister told CBS4's Kelly Werthmann she believes he was disoriented and called him a kind person with a good heart.

It's not clear yet if it was a case of self-defense.
